Pursuant to Article 70, Article 72, Par. 1, Alinea 1, Art. 97 and Art. 99 of the Public Procurement Act (Official Gazette of the Republic of Serbia no. 39/02, 43/03, 55/04 and 101/05) we issue herewith the invitation for public procurement of services related to the development of project documentation in an open procedure of the following contents:

PUBLIC INVITATION

for submission of tenders in an open tender procedure for
CONCEPTUAL SOLUTION, CONCEPTUAL DESIGN, FEASIBILITY STUDY, AND ENVIRONMENTAL IMPACT ASSESSMENT STUDY FOR CONSTRUCTION OF A NEW BRIDGE ACROSS THE DANUBE IN NOVI SAD
(public procurement code: NM-5829)

  1. The Contracting Authority for the subject services is Javno preduzece Zavod za izgradnju grada (Public Company "Novi Sad City Development Institute"), Novi Sad, Stevana Branovackog Street no. 3.
  2. Participation is open to all natural and legal persons concerned meeting the requirements referred to in Articles 45, 46 and 47 of the Public Procurement Law.
  3. The Tenderers are required to submit the documentary evidence specified in Tender documentation, establishing that they satisfy the criteria referred to in Article 45, 46 and 47 of the Public Procurement Law enclosed to their tenders in accordance with the instructions and forms that make an integral part of the Tender documents. The relevant evidences have to be less than six months old calculated from the date of publishing of this Public Invitation.
  4. The tender is to be complied in Serbian, with quoted prices expressed in dinars.
  5. Tenderers concerned may obtain tender documentation starting from September 5th, 2008 in the premises of JP Zavod za izgradnju grada Novi Sad (Public Company "Novi Sad City Development Institute"), Novi Sad, Stevana Branovackog Street no. 3, every day except for Saturdays and Sundays, from 09.00 to 14.00 oclock.   6. The take over of Tender documentation requires the submission of evidence on payment of 17.700,00 dinars (the basis of 15.000,00 + tax rate of 18% - 2.700,00 dinars), non-refundable, per one copy of Tender documents, onto the current account of the JP Zavod za izgradnju grada Novi Sad (Public Company "Novi Sad City Development Institute") number 840-351647-62 with reference to the no. 12-7207-08.
  7. All Tenderers must submit a Tender security (hereinafter referred to as: the guarantee) in the amount of 5.000.000, 00 dinars (In words: five million dinars and 00/100), as the guarantee that the Contracting Authority shall be indemnified if the Tenderer refuses to sign the Contract after his tender is accepted.
  8. The part of the Public Invitation that refers to selection of conceptual solution is anonymous. The Tenderers will submit their tenders under a code, in two separate packages, to the address of the Contracting Authority, JP Zavod za izgradnju grada Novi Sad (Public Company "Novi Sad City Development Institute"), 21000 Novi Sad, Stevana Branovackog Street no. 3, either directly or via a courier service.
  9. Alternative offers are not permitted. Each Tenderer can submit one tender only.
  10. The format (type) and amount of Performance Bond are specified in the Tender documentation.
  11. Tenders must be received no later than December 5th, 2008. All tenders received at the address of the Contracting Authority referred to in Item no. 8 by 11.30 oclock will be considered timely.
  12. Evaluation and ranking of tenders will be based on the criteria yielding with economically most favourable offer and it will be carried out in two phases:
    In the first phase, the Committee will rank the tendered conceptual solutions based on the following elements:

    In the second phase, the tenders will be ranked according to the following criteria:

    Quoted price

    20 points

    2.

    The team of bridge, tunnel and access roads designers

    10 points

    3.

    The head of the Feasibility Study

    3 points

    4.

    The head of the Environmental Impact Assessment Study

    3 points

    5.

    The head of the Study of Impacts on Historical Heritage

    3 points

    6.

    The head of the contracting strategy

    1 point

    7.

    Deadline for preparation of project documentation

    2 points


  13. Based on the ranked conceptual solutions, the Contracting Authority will reward and buy up the same in the following way:
    The first ranked work will be awarded the Contract for preparation of project documentation.
    The second ranked work will receive the reward in the net amount of 1.200.000, 00 dinars.
    The third ranked work will receive the reward in the net amount of 800.000,00 dinars.
    The Contracting Authority will also buy up two more works the most, which were not ranked as the first three, in the net amount of 480.000,00 dinars per work.
    If the first ranked conceptual solution (after the second evaluation phase) is not awarded the Contract for preparation of project documentation, it will be rewarded with the net amount of 1.600.000,00 dinars and the Contract will be awarded (without payment of the reward) to the following most favourable Tenderer.
  14. Tenders will be opened in public on December 5th, 2008 at 12.00 oclock in the premises of JP Zavod za izgradnju grada Novi Sad (Public Company "Novi Sad City Development Institute"), Novi Sad, Stevana Branovackog Street no. 3, in accordance with the procedure defined in the Tender documentation.
  15. The decision on selection of the most favourable Tenderer will be made within the provisional period of 40 days from the date of opening of tenders.
